The Summer School on Public International Law

Rüdiger Wolfrum, Professor Emeritus, Dr. Dres. h.c., served at the International Tribunal for the Law of the Sea (as a Judge (1996 – 2017), Vice-President (1996-1999), President (2005-2008)) and was a member of several international arbitral tribunals, such as on the South China Sea, on the Chagos Archipelago, and of a Conciliation Commission (Timor-Leste v. Australia). He also was a Professor for national public law and international public law at the Law Faculty of the University of Heidelberg, and the Director at the Max Planck Institute for Comparative Public Law and International Law (1993-2012). Professor Wolfrum is a member of the International Law Institute (since 2007) and the Managing Director of the Max Planck Foundation for International Peace and the Rule of Law (since 2013). He has numerous publications on public international law as well as on national and comparative public law. His publications on international law focused on the United Nations, international environmental law, international human rights, and general international law. He is also editor of the Max-Planck Encyclopedia of Public International Law (in print and online) as well as co-editor of the Max-Planck Encyclopedia of Comparative Constitutional Law (online).

Sam Wordsworth QC specializes in public international law and international arbitration. He is regularly instructed by Governments in international law cases and has appeared before numerous international tribunals, including the International Court of Justice and Tribunals constituted with respect to the Law of the Sea. He advises regularly on international law matters, including questions concerning treaty interpretation, international watercourses, maritime boundaries, the law of the sea, investment treaty disputes, State immunity, sanctions, dispute settlement procedures. He is also a Visiting Professor teaching investment arbitration at Kings College, London, and is regularly instructed as counsel in investment treaty disputes, and also sits as arbitrator in a limited number of disputes. Author of chapters on investment arbitration in Oppenheim’s (10th ed.) and Mustill & Boyd (3rd ed.) (both forthcoming).

Anna Joubin-Bret is the Secretary of UNCITRAL and the Director of the International Trade Law Division in the Office of Legal Affairs of the United Nations, which functions as the substantive secretariat for UNCITRAL. Prior to her appointment in 2017, Anna Joubin-Bret practiced law in Paris, specializing in International Investment Law and Investment Dispute Resolution. She focused on serving as counsel, arbitrator, mediator, and conciliator in international investment disputes. Prior to 2011 and for 15 years, she was the Senior Legal Adviser for the UNCTAD. Ms. Joubin-Bret holds a post-graduate degree (DEA) in Private International Law from the University Paris I, Panthéon-Sorbonne, a Masters Degree in International Economic Law from University of Paris I, and in Political Science from Institut d'Etudes Politiques. She was Legal Counsel in the legal department of the Schneider Group, General Counsel of the KIS Group, and Director-Export of Pomagalski S.A. She was appointed judge at the Commercial Court in Grenoble (France) and was elected Regional Counsellor of the Rhône-Alpes Region in 1998.

Catharine Titi is a tenured Research Associate Professor at the French National Centre for Scientific Research (CNRS) – CERSA, University Paris II Panthéon-Assas, France. She serves on the Board of the European Society of International Law, on the Academic Council of the Institute for Transnational Arbitration of the Center for American and International Law, and on the Steering Committee of the Academic Forum on ISDS, whose work contributes to the discussions in Working Group III of the UNCITRAL. She is a member of the International Law Association Committee on Rule of Law and International Investment Law and she sits on the Editorial Board of the Yearbook on International Investment Law & Policy (Columbia/OUP). Catharine Titi is a Fellow of the Chartered Institute of Arbitrators, she sits on the panel of arbitrators of the Court of Arbitration for Art, and she is appointed to the roster of the United States-Mexico-Canada Agreement’s Annex 31-B panelists. She holds a Ph.D. from the University of Siegen in Germany, and she has previously been a consultant at the UNCTAD. In 2016, Catharine Titi was awarded the prestigious Smit-Lowenfeld Prize of the International Arbitration Club of New York for the best article published in the field of international arbitration.

Sergey Usoskin is a Russian advocate focusing on international disputes. He has represented States before the International Court of Justice, the European Court of Human Rights (ECtHR), and in investment tribunals. He has also acted for individual applicants before the ECtHR and investors in investment arbitrations. Sergey Usoskin teaches investment arbitration at the Higher School of Economics (Moscow) and public international law at the Saint Petersburg State University.

Makane Moïse Mbengue is a Professor of International Law and Head of the Department of Public International Law and International Organization at the Faculty of Law of the University of Geneva. He is also an Affiliated Professor at Sciences Po Paris (School of Law). He holds a Ph.D. in Public International Law from the University of Geneva. Professor Mbengue acts as an expert for international organizations, including the African Union, the Secretary-General of the United Nations, the United Nations Economic Commission for Africa, the United Nations Environment Programme, the World Health Organization, the World Bank, the International Labour Organization, the United Nations Conference on Trade and Development, the UN Office of the High Commissioner on Human Rights, and others. He also acts as counsel and arbitrator in disputes before international courts and tribunals (in particular, before the International Court of Justice and in investment cases) and as an advisor for governments. Professor Mbengue was elected a Member of the Curatorium of The Hague Academy of International Law in February 2021. He is the author of several publications in the field of international law. Professor Mbengue is the President of the African Society of International Law since 2017.
